Nearly six years ago, Pennsylvania joined a number of states in the country to enact a major gaming statute making our Commonwealth second to only Nevada in the number of establishments for slot machines. Act 71 of 2004 permits the operations of slot machines in up to 14 venues throughout Pennsylvania. I voted against Act 71 and would do so again today. When it comes to big-time casino gambling, I continue to be opposed to it including the expansion of this industry. I believe it encourages destructive behavior and is economically counterproductive. It also imposes, in essence, a regressive tax on some of our most vulnerable citizens.
